A significant revision in the UK’s approach to defining domestic abuse has led to a substantial increase in the number of individuals identified as victims. According to the Office for National Statistics (ONS), approximately 12.6 million adults in England and Wales, 26% of the population, have experienced abusive behaviours from family members or partners since the age of 16. This marks an increase from the previous estimate of 10 million victims.

Expanding the definition of abuse

The ONS’s updated Crime Survey for England and Wales now encompasses a broader range of abusive behaviours, including emotional, economic, and coercive control. This change aligns with the evolving legal framework, notably the Domestic Abuse Act 2021, which provides a statutory definition of domestic abuse, recognising various forms beyond physical violence.

The revised survey includes questions about manipulative behaviours, such as partners attempting to isolate victims from their support networks or threatening self-harm to exert control. These additions aim to capture the nuanced experiences of victims more accurately.

Implications for support services

The increase in recognised victims underscores the need for enhanced support services. Organisations like Women’s Aid have welcomed the survey’s revisions, emphasising the importance of acknowledging the full spectrum of abuse to provide appropriate assistance.

The Public Accounts Committee has also called for improved data collection on violence against women and girls, highlighting the necessity for coordinated efforts across government departments to address the issue effectively.
