With nearly 60% of appeals leading to a change, are CICA’s first decisions failing victims?

The latest CICA appeal figures show that many victims of violent crime are being wrongly refused compensation only to succeed after a long, difficult appeal.

In 2024–25, the First-tier Tribunal reviewed 1,133 appeals:

  • Only 41.8% were upheld
  • 33.7% were overturned or sent back
  • 24.5% had their award amounts increased

This means that nearly 6 in 10 decisions were changed after appeal. And these aren’t minor tweaks — they represent meaningful reversals or increases in compensation.

These numbers suggest a bigger problem:

  • Are claims being rushed due to CICA’s backlog?
  • Are psychological injuries being missed?
  • Is there enough consistency and oversight?

At GLP Solicitors, we’ve won appeals for victims who were told their injuries didn’t qualify, who were misclassified under the tariff, or who were refused on shaky technicalities.

If you’ve received a CICA refusal or low offer, don’t give up:

  • Appeals must be made within set time limits
  • Many first decisions are flawed
  • Legal help can improve your chances significantly
