Victims of violent crime face growing wait times as CICA fails to meet key performance targets.
The Criminal Injuries Compensation Authority (CICA) is facing mounting pressure as the number of unresolved claims continues to rise. According to its 2024–25 Annual Report, the average wait time for criminal injury compensation is now at its worst level in years.
Key figures:
- 42,905 new CICA applications in 2024–25 (up 4%)
- Only 35,146 claims resolved (down 5%)
- Live caseload now stands at 55,020 (up 15%)
More worrying still, CICA failed to meet two of its major performance targets:
- Just 66% of decisions were made within 12 months (vs 70% target)
- Nearly half (47%) of live claims are now over 12 months old
CICA cites resource limitations and complex cases as reasons but for victims, these delays are devastating.
